insure that all administrative functions for the establishment of a new project
have been completed in preparation for the test. The contracting government
agency is to initiate the new project through a letter to Commander, US Army Test
and Evaluation Command, ATTN: AMSTE-TM, Aberdeen Proving Ground, MD 21005-5005
requesting a cost estimate for the ballistic testing of the applicable number and
sizes of plates. In the case of increases in scope of existing projects, similar
correspondence is needed.

Definitions.
6.9.1 Contractor. The term "contractor" is defined as the organization
having a direct contract with the procuring activity.
6.9.2 Manufacturer. The term "manufacturer" is defined as the organization
actually performing the operations covered by this specification.
6.9.3 Procuring activity. The term "procuring activity" is that activity
of the Government which actually initiates the request for procurement and
maintains the records of the procurement.
